Overall, the best performer in a 2009 Middle Seat scorecard—weighing on-time punctuality, flight cancellations, baggage handling, complaints and bumping—was Southwest Airlines Co. It led its competitors in flights that arrived on schedule, which the DOT defines as no later than 14 minutes beyond scheduled arrival. Southwest also had the lowest rate of customer complaints.
