Will Southwest issue a Gate Pass to the parent looking to go through security and pick up their 4 y.o. child at the gate through which the other parent just flew in from?

Yes it will. Ask at the ticket counter

If you ask nicely, sure, but why should one be issued if the child is already accompanied by an adult?

Gate pass is fine with me for whatever reason. But if you for whatever reason don't get one it seems solvable by meeting up at security.

Can't the flying parent bring the kid to the exit of security and have them run out to you on the other side?

Traveling parent can also exit security to hand off kid and then go back through security?

Gate passes are usually fine but not guaranteed, it would be good to discuss these backup options.
