I am moving so bringing my 3 laptops with me. Can I bring them all on my carry on luggage? Can I check one of them in?

While the TSA officer has the ultimate decision, three laptops should not be a problem per TSA.gov. You might be asked to turn each one on because of the number, but maybe not. I have traveled with 2 laptops and an iPad without being asked to turn anything on. I would be very hesitant to check one because of the tossing and handling of checked cargo.

Although the risk of losing a bag, or having an item go missing is very small in percentage terms, you'd need to weigh the benefit of checking it vs potential for loss.
Anyting worth high-dollar is recommended to carry-on, or with irreplaceable information same thing.
