Can anyone say whether Rows 11 and 15 can or cannot be used under the no middle seat directive? Thank you.

Not sure of the significance of rows 11 and 15 to you, but as said above, no middle seats may be used by anyone other than people that know one another.

If you are referring to exit rows that only have two seats, I presume that only one of the two can be used except as mentioned above.

So 11B and 15 B and E are considered middle even though they have only one seat to the side of them? Can a couple still use 11B or 15B/E when they want to sit together? Thanks.

Yes people that know one another may occupy both seats in   two seat rows. No "stranger" is permitted to sit next to another passenger already in a two seat row.

If you think about it, it makes sense. The intent of the policy is to insure that strangers don't sit right next to one another. In three seat rows that is accomplished by keeping the  middle seats empty. The only way to accomplish that in two seat rows is by keeping one of the two seats empty.
