Rumor is that tighter enforcement may be coming, in absence of government guidelines. This article isn't specific to Southwest, but discusses the issue:

I had the same experience. 6/4-6/8 to Lubbock via Dallas.   From Tampa was great, passengers on plane were regularly reminded to wear masks. Coming home was scary.  A handful of passengers not wearing masks at all.  Flight attendants had masks below nose, one below both nose and mouth.  No employee asked  passengers to wear properly (or wear).  Other than the "script" read at Dallas Airport, masks were not mentioned again.  Did not feel safe at all.  Will wait before I fly again.
