When I refer a friend, do they get the first year offer of 40,000 points after spending 1000 in the first three months?

No, referrals don't generally have a bonus for the new customer. Personally, I think the better friend move here is to point out great offers your friend can sign up for. It doesn't benefit you directly, but your friend will be happier. 40,000 is definitely on the smaller side of sign up bonuses, I'd suggest looking for something better. I saw 80,000 recently, it might still be out there. The 100,000 at the end of last year was pretty impressive.
