Can a secondary cardholder book flights and fly independently of the Primary cardholder?

Of course, anyone can purchase a ticket. 

To redeem points earned from credit card spending for travel, that would need to be done by the primary card holder as points earned via credit card purchases go into the primary card holder's Rapid Rewards account. But if you're talking about purchasing a ticket, anyone with enough money can buy a ticket.

Additional note: while the points from credit card purchases belong to the primary card holder, he or she can use Rapid Rewards points from there account to book travel for others, if desired.
