Only Chase would be able to answer that definitively; an quick internet search yields mixed opinions.
CNBC stays no according to this article, but the travel blog community yes according to this article and this one.
I would check out the fine print of the offer. Given the general consensus on of travel bloggers, I would trust that Instacart WOULD give you 3x points; however, I would reach out to Chase to be 100% sure.

Hello,
According to The Points Guy's recent article on Chase's temporary bonus categories, Instacart qualifies.
https://thepointsguy.com/news/chase-grocery-bonus-promo/
It has also been my experience using multiple Chase credit cards that Instacart qualifies for the bonus.

The link in the post immediately above yours says it applies to "grocery stores and grocery delivery services."
That doesn't sound like Costco to me.
You could always go the the Chase website for a definitive answer.

check your credit card statement. I've found the categories listed with the charge. I'm assuming if it says "grocery" on there, that is what will be given the extra points. If it doesn't say grocery, then it won't qualify.

That's the best suggestion in the thread.

And that's what the terms and conditions say. 😉
*You will earn a total of 3 points for each $1 spent, on up to $1,500 in total purchases each month, in the grocery store category from 05/01/2020 to 06/30/2020. That's 2 points on top of the 1 point you already earn on grocery store purchases with your card. Merchants who accept Visa/Mastercard credit cards are assigned a merchant code, which is determined by the merchant or its processor in accordance with Visa/Mastercard procedures based on the kinds of products and services they primarily sell. We group similar merchant codes into categories for purposes of making rewards offers to you. Please note: We make every effort to include all relevant merchant codes in our rewards categories. However, even though a merchant or some of the items that it sells may appear to fit within a rewards category, the merchant may not have a merchant code in that category. When this occurs, purchases with that merchant won't qualify for rewards offers on purchases in that category. Purchases submitted by you, an authorized user, or the merchant through third-party payment accounts, mobile or wireless card readers, online or mobile digital wallets, or similar technology will not qualify in a rewards category if the technology is not set up to process the purchase in that rewards category. For more information about Chase rewards categories, chase.com/RewardsCategoryFAQs. Purchases posted to your account with a transaction date during the offer period are eligible for this offer. Delays by the merchant, such as shipping, could extend the transaction date beyond the offer period. Please allow 6 to 8 weeks after qualifying purchases post to your account for points to post to your account. ("Purchases" do not include balance transfers, cash advances, travelers checks, foreign currency, money orders, wire transfers or similar cash-like transactions, lottery tickets, casino gaming chips, race track wagers or similar betting transactions, any checks that access your account, interest, unauthorized or fraudulent charges, and fees of any kind, including an annual fee, if applicable.) To qualify for this bonus offer, account must be open and not in default at the time of fulfillment. This bonus offer is non-transferable and applies only to the account of the primary cardmember referenced in this offer.
