My credit card billing cycle ends December 5th... does that mean points earned on the credit card the rest of December - statement ending Jan 5th .. would not count towards earning a pass for 2022?

Yes, points post shortly after the statement date so any spend you make now would not post until 2022 and would count towards 2022 CP earning.

If you are close and looking to get 2021 points it is possible to call Chase and get the date changed earlier, you could pick a date with a week or so before the end of the year.

Banks don't allow a closing date for the current month. Next month would be fine.
