Are cancelled tickets tied only to the passenger it was bought for or is it to the account holde

Cancelled the flight, I still cannot find how to transfer them to me.

In step 2, that is the account of the passenger(s) who were booked on the flight you just cancelled.

So they have to log in to their RR account and transfer them.  What if one of the ticket holders does not have a RR number?  Does he need to sign up for it, or can he still transfer it?

According to the fine print, both the sender and the receiver must be Rapid Rewards members. Have that person sign up and then within their account do a flight credit lookup (my account / payment).
