My wife and I both have a SW voucher for $250. I just booked a one-way flight for $297. I was able to use 1 voucher and thought I could pay the remaining balance of $47 with the other. I was not able to use the 2nd voucher, so I used my credit card. Wondering what the policy was that would not allow me to use a 2nd voucher for the $47.

Vouchers may be used to pay airfare, but not taxes/fees imposed by airports and or TSA.
That's what you ran into.

In addition to what was mentioned already did the whole $250 voucher work on a flight for 2 people taxes might exceed the $47 so that one voucher might still have a few dollars left (every cent counts) don’t throw it away/delete the email until you make sure all funds were used.
