I'd suggest New England in the fall if you are just sightseeing.

Native New Englander here. It is often chilly in the spring (40s in southern New England, 30s in the north). It will snow during the month of March but the snow will melt fairly quickly. What are you looking to do? 

I agree that fall is better.
