My family and I each have travel funds banked from a previously canceled trip. I know that travel funds are tied to each individual. If the same people are going on another trip, can the travel funds from each person be applied so that we're all on the same itinerary?

Yes, but the 3 forms of payment limit still applies so if you have one travel fund from a trip where 5 people were booked, you could use that one travel fund to book a trip for the same 5 people (or a smaller subset of those same people), but you cannot take 5 separate travel funds for 5 people and book them onto one reservation. If you have separate travel funds for each person you can book up to three people on a reservation, assuming each travel fund covers 100% of the cost for each person traveling. Alternatively, I believe you can book several reservations and call to combine them into one record.
