I have not heard of this, but if true, I will venture a guess.

 

Southwest likely had issues with people getting to the plane in less than an hour due to a perception that they had more time between flights than was actually given.  I've changed planes before in Houston and there was about 40 minutes between flights.  While I had no issues getting out of one gate and walking down to another, I saw people rushing to the gate to catch the flight.

Can you show a link or an example of this? I hadn't heard any announcement.

 

In practice the planes may leave ten minutes late anyway, or the boarding doesn't start at exactly 30 minutes prior to departure, so I think this could go either way if it was proposed.

There is no such rule.

 

I can find plenty of examples of same plane direct service between two cities where the plane

stops at some intermediate city and departs 45 minutes later.

I notice for 700 aircraft’s it’s 35min turn (sometimes 30 in small cities like OKC, LBB) if they do an aircraft swap they allow 45min for the turn 

 

with the 800 and MAX8 planes it is a 45min turn (sometimes 50-55min) when it is an aircraft swap they do an hour however it can always leave before that the system just does that hints why a flight might be showing delayed 1min
