Closed Complete Status

Hello,

I had a question regarding my application status. I know there are a lot of questions regarding the meaning of "Closed Complete" on a submitted application, however, I was wondering what it meant to have that status after having a phone interview? I haven't recieved a TBNT e-mail or a phone call regarding any progression in the hiring process. 

Has anyone else had something similar? Does this mean I am no longer being considered? 

Side note: I am a former employee (not sure if that makes a difference)
