Declined Job Offer

Hello, I got a content offer for a Operations Agent position a few days ago. I got the fingerprints, drug screening and background forms I did everything the same day. I didn't hear anything back until last night when I received a email saying I decline the position. I haven't missed a email or a phone call because I've been religiously checking both. I've emailed my recruiters but of course they're busy. but I'm totally confused.
