My daughter is traveling to Puerto Rico with my mother. They have different last names. My research found that I do not need to provide a letter if traveling within the US. However, I know Puerto Rico is part of the US but not a state. Will I need an authorization letter?

There is no requirement, but it might come in handy if someone questions the travelers.

How old is the daughter?
A letter with some contact information might not be a bad thing to have just in case.
Even though it isn't required what happens if they run into someone official that oversteps the guideline and asks for a letter.

FYI - the child does not qualify for "Family Boarding" in case you wondered.
