We will be traveling to Chicago end of Aug. Will my 10 yr old need a neg covid test to travel from Phoenix to Chicago?

No testing is required for domestic travel, except perhaps to Hawaii.

Do you mean for the City of Chicago Travel Advisory?
City of Chicago :: Travel Advisory
It was originally an order, but now is an advisory so I'm not completely clear on the distinction but it seems to be encouraged but not legally required.
I also didn't ever see any clarification that exempted kids, so if you did follow the advisory requirements then I think they would need to test.

If it’s acceptable to you to expose your child to a high risk city on an airline that does not require it’s employees to be vaccinated, then you should probably at least get the poor kid tested after the trip.
