If flying within the US passengers under 18 years old don't need an ID to travel. If they have a school ID it wouldn't hurt to have it just in case there is a question about age. Back in the day when I was under 18 I just said I'm under 18 they asked me a simple question like what's my age and on I went.

18 years old is the official age to need a government ID; however, if your 15 y/o is tall or:mature-looking, the agents may question the age,. If not an emergency flight and you have time, you might consider getting the child one even if not absolutely necessary.
