Duffel bag and carry on suitcase

Just curious but does anyone know if I can take a duffel bag as a personal item and store it under the seat and take my carry on with me as long as it fits in the over head?

The maximum size for your carryon bag is 10 x 16 x 24 inches. If your bag is bigger than these dimensions, you will need to check it. Then, please pick up the bag at baggage claim.

Personal items carried aboard must fit in the 18.5 x 8.5 x 13.5-inch space under the seat.
