I am flying to Mexico the end of January and staying for a month. I have been traveling with my ESA in the past. Is there any new changes to the policy from the recent DOT legislation? I don't want my dog getting stuck in Mexico.

Southwest has not announced what, if anything, it will do in response to the DOT policy change.
I believe the only airline that has announced a policy change is Alaska, which said that ESAs will be banned as of 3/1/21.
I would expect that any airline that changes it's policy will do what Alaska did: announce a future effective date and not an immediate implementation.
