My wife and I recently both received LUV Vouchers. In the terms & conditions, it states:
"You’ll soon receive 2 $100 Southwest LUV Voucher(s) toward your next Southwest flight*.
*Paid tickets exclude designated Companions, lap children, and extra seats purchased for Customers of size. Corporate bookings and Group Travel policies may vary; please reach out to your original source of booking for further assistance. "
Does this mean we would not be able to add a free lap infant to a ticket purchased with a Luv voucher? If so, this would really limit our options since we have a 1 year old.

No, it means you can't use the voucher to pay for a lap child, which is silly because there's no charge for a lap child.
You can buy a ticket/seat for the child using the voucher if you would like to.
