Minors traveling with non-parent

Is there any special notification or paperwork necessary for a 13 year old to travel with other adults who are not family nor legal guardians on domestic flights?

Nothing is required or should be needed on domestic flights, although carrying a letter signed by a parent or legal guardian won't hurt. There have been rare situations where other travelers express concerns when seeing a child with an adult that doesn't look to be a parent. If flying internationally, a notorized form signed by a parent/guardian should be carried.

IS THIS STANDARD OPERATING PROCEDURE--CURRENT as of TODAY?  I just posted a question regarding same type of scenario.  Minor Child, Friend of Family, traveling with us w/Dad's permission (from Colorado) to see Mom who requested (to Florida) for a weekend visit.
