Personal item and carry on

Can my person item be a duffel bag as long as it fits under the seat and the carry on be a beach tent that fits overhead?

No - both are too large.

not necessarily too large.  many beach umbrellas, canopies, etc come in a carry bag that is quite compact.  it would have to meet size requirements though.  same for a duffel bag.  some are pretty small.

It would have to be a small duffel bag as there's not much room under seats. Middle seats offer he most room. The beach umbrella would need to meet SW's carry on max size 24x16x10.
