Storing carry on bags under your seat

Who has the right under the seat in front of you? I purchased early check in because I am 6'1" and need the extra leg room. I boarded and ended up sitting in the second Isle row. The passenger in front of me then boarded and proceeded to cram items under his seat taking away my leg room. I understand having the front seat means no storage but why does he get the right to impede on my comfort? The flight attendant said he could do it. I disagree. What is the policy on this? Fortunately the FA moved his bag to overhead storage, otherwise it would have been a very long 5 hour flight.

Carryons go under the seat in front of you. First row passengers' carryons have to go in the overhead compartment.

Correct. You paid extra for that and you have the right to it! The front row passenger is supposed to use the overhead bins.  That’s what they always made me do.  A small item might be near their feet but definitely not in the area under the seat that’s meant for you and your stuff!!!
