So I realize the rules for these say must be turned off and stored where no accidental discharge can occur and mine does not have lithium batteries. It has an internal rechargeable batter. So can I put it in a hard plastic zippered case in my checked bag and be ok? I need to know what "how to be stored where it can't be accidentally discharged means"

First of all, nowadays all “internal rechargeable batteries” are lithium batteries.
your topic has been discussed before here. I am unaware of other more specific information.
