Can the birth certificate be a copy of the original.

What age is the child?  Anyone with their own ticket under the age of 18 flying domestically does not need identification.  Only a lap child under the age of 2 would need documentation and would only be asked if they appear to be close to or over the age of 2.  A copy of a birth certificate should be fine if you need documentation.

Actually, when travelling with an adult 18 or older, TSA does not have an ID requirement for travelers under 18.

 

If the young traveler looks 18 or above, a copy of  birth certificate should suffice to prove otherwise.
