If I have two ESA dogs but we can only have one can I have one under my name, fly as an ESA with no charge and pay the fee for the additional?

That does appear to be a valid option as long as you have the appropriate paperwork for the ESA dog and book the reservation for the pet dog in the carrier. The only policy I could find about flying with one of each is this:
- A pet may not share a carrier with a trained service animal or an emotional support animal.
