Yes people that know one another may occupy both seats in two seat rows. No "stranger" is permitted to sit next to another passenger already in a two seat row. If you think about it, it makes sense. The intent of the policy is to insure that strangers don't sit right next to one another. In three seat rows that is accomplished by keeping the middle seats empty. The only way to accomplish that in two seat rows is by keeping one of the two seats empty.
