It could be a question of timing. Or it could be a SW rule that prohibits tickets with more than one plane change.   In your case, it appears to be the latter of the two. For days when you can book the fight, you take a direct flight (one stop, no plane change) to BWI where you make the connection. That direct flight goes away after March 12, and is replaced by a flight where you have to change planes to get to BWI - thus two changes of planes to get to Portland -- thus not allowed. Why? There is greater risk that you will miss a connection..   There is a way to do it: Book a multicity trip. Here's one for April 22. It'd be a very long day.
