As @dfwskier mentioned the key requirement is that you carry it on - in the rare event that there was a problem with one of these they want it in the cabin where someone can do something about it instead of in luggage - TSA will confiscate them from checked luggage. That's a much more critical requirement than the watt-hours which I've never heard of anyone checking.
