This is incorrect. All travelers to Hawaii need to create an online account and register with the State of Hawaii’s Safe Travels program. This is where you'll upload your proof of vaccination, as well as complete your pre-entry health form and receive your QR code. That code should allow you to pre-clear at your departing airport, and avoid long lines at your arrival point.
