Wouldn't expanding IAD have some consequences on BWI under the current setup? As much as it's a pain to get to either from inside the Beltway, there are many people in Virginia who would benefit from more IAD flights.
(Out of full disclosure, I'm inside the Beltway and am very loyal to BWI and Southwest and would groan if a bunch of BWI's flights were moved to IAD).
