My original flight in June has changed. No non stops , times have changed , new flight numbers. I know that I can get a refund for the flight since SW cancelled the original , but can I get a CASH refund instead of a voucher for the early bird fees?

Yes you will get an EBCI refund since SW cancelled your original flight.

Thanks for the reply , and I just found this from the DOT website :
" The obligation of airlines to provide refunds, including the ticket price and any optional fee charged for services a passenger is unable to use, does not cease when the flight disruptions are outside of the carrier’s control (e.g., a result of government restrictions)."
