If I have a companion pass next year.  Can I use it to purchase a ticket for a flight in 2018 in lte 2017

If you earn a Companion Pass in 2017,  you would have it for all of 2017 and all of 2018.

Not sure I properly explained my question.  I will earn a companion pass in 2016.  It's good for all of 2017.  But can I buy a ticket in late 2017 for travel in 2018 on the companion pass?  I may not earn a companion pass in 2017.  So the question is does companion travel pass travel have to be completed in year earned?

No. Your pass will only be good until Dec 31 2017.
