That's your issue. You cannot enter 3 travel funds if the 3 travel funds will not cover the full amount of your flight. You need to be able to pay for your flight in full with up to 3 forms of payment. If 3 travel funds will not cover it, you need to enter 2 and pay the rest of the fare another way.
