Dogs and cats have very little in common with orcas. Your comparison here is ignorant. More stray dogs and cats in cities is your solution to killer whales being kept in captivity and abused?
The damage has been done with the sea world orcas and they can likely not be released into the wild, but they can go to a sea pen sanctuary instead of a bathtub and live out their miserable lives far more peacefully.
