Do you have a standard, objective way to determine if a customer is too large to take a seat?
If someone can fit the seatbelt without an extension and (more importantly), fits between the seat rests, it seems to me that they fit in the seat.
If you don't have a standard, objective way to determine this, you'll always be at risk of having a grumpy employee make the wrong decision. And, believe me: you have many grumpy employees capable of making bad decisions.
