I can understand your new policy especially if only 2% use three bags, but the mother who travels with a lap child by herself is now limited to one suitcase if she brings the car seat and stroller. Before the car seat and stroller would not count. So your very much discouraging the mother to fly with her child, since she used to be able to bring three suitcases and now can only bring one. That's impossible, the policy should be revised for the mother traveling alone without a spouse or companion.
To have changed the no pre-boarding for mothers and now this, you have a lot of concerned mothers who will fly elsewhere.
