I'v noticed that DCA has gone from 45 slots down to 42 starting in November.
Are those 3 slots no longer available or are they going to be re-allocated to other
routes. Midway has gone from 8 departures to 6 and Mke down to 2 departures.

If you're referring to just the reduction in departures to MDW & MKE, I would think that is more of a schedule adjustment, rather than a reduction in slots. At slot-controlled airports like DCA, the airline has a fixed number of slots, among which they can plan their schedule relatively freely, subject to a few limitations. In my opinion, I can't see selling off slots unless forced to, or under a very lucrative trade/sale.

unfortunately, I have it on very good authority from Southwest that they lost three slots.
A bummer...
