Small personal item clarification

The "small personal item" policy is unclear to me.  Laptops are mentioned... with the case.  When I was given my work laptop it did not come with a "case" per se.  I have a nice shoulder bag that holds the laptop and has some room for other items.  Would a bag like this be allowed as a "small personal item" with the laptop?  And could other small items (like an e-reader) be kept in that bag (I'm not talking about filling it to bulging or anything, just within reason).

 

The bag in question is about 4 inches deep, 16 inches wide, and 14 inches high.

You can bring on two carry on bags.  One will go in the overhead, and the other has to be able to fit underneath the seat. If the bag in question is soft sided you should have no problem.
