That does appear to be a valid option as long as you have the appropriate paperwork for the ESA dog and book the reservation for the pet dog in the carrier. If that were to occur, you or the passenger with the cat would move to another seat. That would be helpful if Southwest will begin allowing pets/animals to fly in the cargo. People do have dogs that do not fit under ther seat.
