Lindsey, this response doesn’t speak to the question. It’s the responsibility of employees to follow the company rules. This complaint is not so much a safety issue as convenience. I too have experienced this with Southwest. A few months ago many of us had to wait on the ramp for a good while while the airline staff asked people to remove bags from overhead and gate check them because too many people had brought beyond what was allowed. It was a mess. Southwest employees are obviously trained to be pleasant and accommodating, but the way you handle bags can make the experience less satisfying.
