As a resident of Mexico what difference does it make where you fly out of to and from the US and Mexico you should be entitled to that Mexican tourism tax if you have residency in Mexico no matter if you fly out of the US to Mexico or out of Mexico to the US. Not always do you know when you're going to fly back and forth so you don't always book a round trip ticket.
