Geraldine,
You do get a voucher and can use the credit for a different SW flight. No, this is not a refund. But no airline will ever "refund" your money when you have to cancel. It's difficult to get a refund when the airline has to cancel. And even then thats rare, you usually just get "credit" or a free flight.
