I'm sorry that I did THING X. Doing THING X was inappropriate and incorrect for the situation. Please accept my apologies.
You do not say
I'm sorry that I did THING X, but you should've known this was coming and you're wrong. Also, I'm going to release personal information about you. And I'm going to end this with a restatement of my policy on this matter so that it looks like you're an idiot, even though we're the ones who ignored our own policy.
