I have a standard travel rolling suitcase and a small Duffle bag. Is it OK to bring both on the plan as my Carry on and personal item or will I have issues?

You should measure your bag according to the information below, as long as both fit within the respective categories you are good. If not you will need to check one.

It has to fit under the seat in front of you. So backpacks generally good. if it's as large as the other item it may not fit underneath.
