I just can't imagine there's enough room for this to go between the front edge of the seat and the back of the seat in front of you. You certainly cannot use this during take off or landing. It appears the company is willing to accept returns if you are unable to use it so go ahead and give it a try.

The feds prohibit anything not under the seat that might interfere with being able to evacuate the plane. As such, I can't believe this would be allowed in aisle or middle seats as it would impede evacuation by passengers on the wall side of the item.
Might it be allowed at window seats since using it there would impede no one? I dunno.
