Customer Service Position

I applied for several customer Customer Service positions that do not state you must be a resident of that particular State, but I received an emaiI stating that I didn’t  meet minimum qualifications.  I also applied for the same position in my home state of Arizona, which actually stated you must be a resident.  I was not rejected and I received an email stating that my qualifications are being reviewed.  On my dashboard it shows I have not applied for any jobs.  Can someone help me figure out what is going on.  I am definitely qualified being a former employee of a major airline doing the same job.
