Perhaps a layover in other areas such as San Juan, Puerto Rico or other countries such as Aruba or Costa Rica (San Jose) would work. It may not be necessary to be THE final destination for the travelers. I suppose this assumes it is alright to fly over any other countries necessary such as Colombia, Venezuela, etc. to get to destinations such as Santiago, Buenos Aires, or Rio de Janeiro. ...
